Katharine Parham Malhotra is an equity-driven education policy expert with over 15 years of experience spanning PK-12 classrooms, school leadership, state and federal policy, and rigorous empirical research. She currently serves as Managing Director of the University of Virginia's EdPolicyWorks Center -- a joint collaboration between the School of Education and Human Development and the Batten School of Leadership and Public Policy.

Katharine is skilled in designing and implementing quantitative and mixed-methods studies, evaluating policy and program implementation and efficacy, and communicating research findings to a wide range of audiences, including academics, policymakers, and practitioners. Her research leverages both quantitative and qualitative methods to examine issues of equity in PK-12 education policy, with a deep commitment to evidence-based solutions for improving education systems for all students.

Prior to her current role, Katharine completed an IES Postdoctoral Fellowship at UVA. She previously worked as a federal policy analyst with the U.S. Senate Education Committee and as a policy fellow with the U.S. Department of Education. Her career in education began as a special education teacher and Assistant Principal in New Orleans.

She holds a Ph.D. in Education Policy from Columbia University, a Master's in Public Policy from Georgetown University, and a B.A. in Political Science with honors from the University of South Carolina.
